MODEL OF MORAL QUALITIES FORMATION OF A CUSTOMS OFFICER                                         IN THE PROCESS OF PROFESSIONAL TRAINING

Background. Due to Russia’s joining the world trade organization, there is an objective necessity of bringing the custom service institute in accordance with international standards of customs and foreign trade regulation. Customs service plays an important role in the revenue collection, trade facilitation, national security and protection of society. Corruption in customs bodies has a negative impact on the pace of country’s social and economic development. Therefore, customs specialist’s competence is largely determined by the formation of his/her moral qualities. The aim of this study is to develop a formation model of the moral qualities of an expert in the customs training process.
Materials and methods. The methodological basis of the research included the system, axiological, personal activity and competence-based approaches to the moral qualities formation of a customs specialist. Research methods: theoretical (analysis, comparison, generalization, synthesis, systematization, modeling); empirical (observation, questionnaires, interviews, testing, study and generalization of the advanced pedagogical experience in professional training of university students, the experiment); mathematical (statistical data processing).
Results. The developed model of moral qualities formation of a customs officer in the professional training process reflects the aim, objectives, approaches, principles, content of the investigated process, as well as forms, methods, means of forming moral qualities and expected results.
Conclusions. The developed model represents the analogue of the teaching process organized in Penza State University at the «Customs» major (specialty) and is focused on specialist’s professional competence and moral qualities formation.
